The " => Scale 1985 to year" option in input.geos will scale anthropogenic emissions from the GEIA inventory (default) to the year that you select, but the current limit is 1998 (SO2 is always at the 1998 level).  If you enter a negative number, emissions will be scaled to the simulation year (or closest year with scale factors available).

Below are links to wiki pages describing anthropogenic emissions inventories that are currently supported in GEOS-Chem 13.4.0 and later versions. Not all of these emissions are used by default, some are intended as research options. See the HEMCO configuration file for more information.
